A water filled barrier is a hollow plastic block that is carried empty and filled with water (or sand) on site, so it becomes heavy enough to stay in place. Linked in a row it makes a road divider, a work zone edge or a checkpoint line. H2 barriers are red with reflective strips for night visibility.
